Banditry: Secure your forests, FG charges states


The Federal Government yesterday asked states to secure their forest reserves, saying they fall under their purview.
The directive came against the backdrop of the fact that bandits, criminal herdsmen and kidnappers use such reserves as haven for their nefarious activities.
Hoeever, Prof Samuel Erugo, SAN, said since forestry was not listed on the Exclusive Legislative List, states had powers to legislate on it.
It will be recalled that Ondo State governor, Oluwarotimi Akeredolu, SAN, drew the nation’s attention to the activities of criminal herdsmen in the state’s forest reserves and used the instrumentality of the reactivated 1969 Cattle Trade Law to evict the herders.
Secretary to the Government of the Federation SGF, Mr Boss Mustapha, who gave the charge at the first quarter, 2021, meeting of the Forum of the SGF and Secretaries to State Governments, SSGs, in Abuja, said the Federal Government will also strengthen the capacity of the National Parks Service to protect Nigeria’s 17 national parks against criminal gangs.
He said: “We all know that these criminal elements have turned our hitherto pristine forest reserves into an operational base and hide-out from which most of their activities are launched and sustained.
“Of course, we would still need our forests and other protected areas for the services they provide, especially as foreign exchange earners, sources of job creation, guaranteeing availability of soil nutrients and water for food security, serving as carbon sinks for addressing climate change and providing clement environment for a healthy living.
‘All forests belong to state governments’
“Therefore, the challenge is for governments at the state level to put in place processes and mechanisms that were hitherto operational for maintaining a sustainably managed forests, as all forests in the country belong to state governments.
“In a similar vein, the Federal Government will continue to strengthen the National Parks Service to ensure that all the previous seven national parks and the ten new ones created remain inviolate for use by criminal elements.
“I also want to thank the Forestry Association of Nigeria for the presentation they would make and call on them to also mobilise the forestry profession in the country in proffering contemporary and timely recommendations for consideration by governments at their various state levels, consistent with the status of ownership of these forest reserves.”
The SGF said in the recent past, Nigeria had been confronted with an inexplicable escalation of violence, resulting in insecurity across the nation, adding that the development not only serves as a drain to national resources but also creates a climate of uncertainty and challenges the ability of the nation to provide a convivial atmosphere for its citizens for daily living.
“Governments at all levels have been doing their utmost to address these challenges. However, its persistence calls for approaches that are more than the conventional and normal to involve all arms of government, all apparati of government and most importantly, those that have relationship directly with the rural communities and the citizenry.
“The theme for this meeting ‘The Role of Secretaries to the State Governments in Strengthening Sub-National Level Security Architecture’ reflects the need for this Forum to ensure that all machinery of government work in synergy to resolve our present security challenges.
“This theme underscores the imperative for the security agencies to share their thoughts with the forum and thereby highlight critical areas we can provide the necessary support and facilitation for their kinetic strategies.
“Learning from a practical experience of dealing with the issue of banditry, we have also requested one of our members to share with us so that others with similar experiences can also exchange notes and by the end of the day, we leave with practical steps and strategies to curtail this menace,” he added.
National Social Register set up
The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouk, who spoke on ‘’Strengthening National Poverty Eradication Strategy’’, said the Ministry has established the National Social Register, NSR, to capture in detail, the data on all poor and vulnerable citizens in the country.
“So far, nearly 30 million individuals have been registered nationwide. To ensure that all stakeholders are carried along, the Ministry has commenced the socialization programme of the NSR to ensure that all MDAs recognize the need to harmonise, cooperate and mine the NSR for their project’s effectiveness.
Meanwhile, reacting to the FG directive to the states, Prof Samuel Erugo, SAN, said: “Forestry is not listed on the Exclusive Legislative List, therefore, the States have power to legislate on it. So, it’s not within the competence of the Federal Government to cede such power to the state that is constitutionally not bestowed on the FG.
“Besides, Section 1 of the Land Use Act vests all Land in every State on the Governor of the State; that should include land use and forestry.
“The President appears to have pronounced beyond the powers of the FG; merely restated the law.”

Enugu Govt urges Town Union PGs to embrace inclusive leadership

…Inaugurates Amufie Town Union executives

The Enugu State Government has urged Town Union President Generals (PGs) across the state to adopt inclusive leadership that promotes peace, unity and sustainable development in their communities.
The Commissioner for Chieftaincy Affairs and Rural Development, Chief Charles Egumgbe, gave the charge on Wednesday while inaugurating the newly elected 14-member executives of the Amufie Town Union in Igbo-Eze North Local Government Area.
The executive committee, led by the President-General, Engr. Kenneth Okechukwu Ogili, was presented with certificates of return at the ministry’s headquarters in Enugu.
Egumgbe urged the new leadership to ensure transparency, accountability and regular engagement with members, stressing that women and youths must be carried along in decision-making.
He advised the executives against operating exclusive caucuses, noting that town union affairs should be conducted openly through regular meetings where decisions are collectively taken.
“You must carry everybody along. Let your policies be all-inclusive and ensure that members are well informed about your activities. Matters should be tabled before the executive and decisions reached collectively,” he said.
The commissioner warned against abuse of office, particularly in matters relating to community land, stressing that anyone found working against the interest of the community could be removed under the state’s Town Union law.
“I don’t know whether you will receive remuneration because this is service to humanity. But whatever you do, don’t sell community land illegally. Land has a way of fighting for itself,” he cautioned.
Responding, the new inaugurated President-General, Ogili, pledged to lead with transparency and work closely with his executive to promote peace, unity and development in Amufie.
He said the administration would prioritise security by strengthening the neighbourhood watch and collaborating with security agencies to flush out criminals from identified flashpoints.
Ogili also promised to maintain a cordial working relationship with the traditional ruler of the community.
“The Igwe is our father. We have different constitutional roles, and there will be no conflict between us. We shall work harmoniously for the peace and progress of Amufie,” he said.

Tinubu Dissolves Committee on Sale of Federal Assets

President Bola Ahmed Tinubu has approved the immediate dissolution of the Presidential Implementation Committee (PIC) on the Alienation of Federal Government Properties, ending the operations of a body that has overseen the privatisation, sale and lease of federal assets for more than two decades.
The decision was announced in a statement issued on Thursday by the President’s Special Adviser on Information and Strategy, Bayo Onanuga.
According to the statement, President Tinubu directed that all matters relating to the committee’s activities will henceforth be handled by the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi.
The PIC was established in 2000 under the administration of former President Olusegun Obasanjo to supervise the disposal of Federal Government landed assets under the monetisation policy.
The committee was chaired by the then Minister of Housing and comprised representatives of the Ministries of Transportation, Justice, Health and Agriculture, as well as the Nigeria Police Force. Professor P.T. Ahire served as its pioneer secretary, while members were drawn from both the public and private sectors.
The statement recalled that the Federal Executive Council approved the establishment of a Panel of Inquiry on March 22, 2001, to produce a White Paper guiding the implementation of the committee’s recommendations. The panel worked for 21 months before submitting its report.
Explaining the decision, Onanuga said the Federal Government concluded that the committee had outlived its usefulness, as its activities had extended beyond its original mandate and resulted in multiple litigations across the country.
“After careful consideration, the Government has noted that the activities of the PIC had extended beyond its original mandate, resulting in multiple litigations across the country, and the continued existence of the Committee is no longer justified,” he said.
President Tinubu also directed that, with effect from November 5, 2025, all outstanding matters previously handled by the committee be coordinated by the Attorney-General of the Federation.
In addition, the former Secretary of the committee, B. S. Dutsin-Ma, was directed to immediately cease acting on behalf of the dissolved committee and the Federal Government on related matters.
The Presidency said the move is aimed at streamlining the management of issues relating to the alienation of Federal Government properties under the supervision of the Office of the Attorney-General of the Federation.

NPFL, Afrinvest push for digital revolution to drive club growth

The Nigeria Premier Football League (NPFL) and Afrinvest have urged Nigerian clubs to embrace digital transformation, saying strong online presence, quality data and commercial partnerships are key to financial sustainability.
Speaking at a seminar for media and marketing officers of NPFL clubs in Enugu, NPFL Chief Operating Officer, Davidson Owunmi, challenged clubs to improve their digital platforms or risk missing sponsorship opportunities.
To underscore the importance of data, Owunmi offered a ₦100,000 reward to any club with a functional website containing comprehensive statistics from the just-concluded season, including player profiles, goals, match records and attendance figures.
He lamented that many clubs either lack functional websites or operate platforms with little useful content, stressing that data and digital engagement have become major revenue drivers in modern football.
“Our Gen Z audience lives online. If clubs are absent from the digital space, they cannot reach young fans, attract sponsors or benefit from e-commerce opportunities,” he said.
According to Owunmi, potential sponsors now demand audience and performance data before committing funds, but many clubs are unable to provide credible figures due to poor data generation.
He urged clubs to reduce dependence on government funding by strengthening their media and marketing departments, citing Rangers International’s ₦200 million sleeve sponsorship deal and other commercial partnerships as examples of what effective branding can achieve.
Owunmi also disclosed that from next season, the NPFL will introduce measurable digital benchmarks for clubs, including website functionality, quality content and social media engagement.
Afrinvest Manager, Emmanuel Eleojo, said the company’s partnership with Rangers International and the NPFL is anchored on its “Finance Meets Football” initiative, which promotes corporate investment in football.
He said Afrinvest’s support for Rangers since 2023 has boosted youth development, led to the establishment of the club’s academy and contributed to two league titles in three seasons, while producing players for the national team.
“When finance meets football, we see growth. We see progress. We see trophies won,” Eleojo said.
One of the lead paper presenters at the seminar, Mr George Isitua-Onukwu, who spoke on ‘Monetising NPFL Clubs Through Marketing, Sponsorship and Brand Investment’, harped on the need for the clubs to adopt a clear and timed approach to branding and marketing.
According to him, NPFL sponsors report hesitation because clubs cannot yet guarantee the consistent visibility and production quality brands ask for.
“Clubs without a structured calendar for renewals, activation briefs, and reporting are, by definition, always reacting,” he further stated.
The seminar brought together media and marketing officers from the 20 NPFL clubs to strengthen capacity in digital marketing, branding, content creation and data management aimed at improving the league’s commercial appeal.

Use only official passport, visa websites, NIS tells Nigerians, foreigners

The Service stated this in a statement posted on its official X handle on Wednesday.
According to the NIS, the only authorised platform for passport payments by Nigerians, both within the country and in the diaspora, is its official passport portal.
It added that foreigners seeking Nigerian visas should use only its official visa portal for embassy applications or the designated e-visa portal for electronic visa applications.
It said, “The Nigeria Immigration Service wishes to reiterate that the only authorised platforms for passport payments for Nigerians (at home and in diaspora) is https://passport.immigration.gov.ng.
“For foreigners wishing to apply for visa, https://visa.immigration.gov.ng (for visa at the Embassy) and https://evisa.immigration.gov.ng (for e-visa) are the official links.
The NIS urged applicants who require clarification or assistance with passport or visa applications to contact its verified communication channels.
It listed its official X accounts as @nigimmigration and @InquireAtNaija, while its verified Facebook and Instagram handles are @nigimmigration.
The Service also provided WhatsApp numbers 09160878000 and 09117717772 for enquiries and support.
The statement reiterated the Service’s commitment to ensuring secure and transparent passport and visa application processes, urging the public to avoid fraudulent intermediaries.
